Miller Trailblazer 302 Solenoids stay on.

I have a Trailblazer 302 Ser.# MA470073M. Both solenoids stay on all the time. I have replaced the battery,Throttle solenoid ( burnt up ) also the power board. The unit runs if you disconnect the shut off solenoid.I also tried disconnecting the ignition switch no help Any help would be appreciated....

I do not see a low oil level switch. Both solenoids stay on all the time until battery goes dead.
