Wipe down with acetone, then light grinding/heavy sanding of scale to prep the weld area is quicker/cheaper/faster than having to deal with porosity, etc.--after welding. Mill scale comes in a wide variety of types/thickness and contaminants--as you've surmised.

Cleaning, swabbing the tube ID's prior to welding to eliminate oil inside, is a kinda, must do, additionally.
Takes a minute or two to do, which is significantly less than dealing with oil created pressure/porosity problems after the fact....

1-I agree that miller should give u the data you're seeking. The other reality being that nobody's arc start is carved in stone,
