What type of plug did you put on it? What type of outlet are you plugging it in to?

30 amps is not enough for that welder on higher settings. Check your owner's manual for the correct wire size and breaker size. DO NOT just install a larger breaker.

Surge suppressor
YES.
You should always have surge suppressors on all sensitive electronic equipment, but it has nothing to do with your welder.
The HF interference from a tig welder will NOT be blocked by a surge suppressor....

Try turning the amperage down about 10 to 15 amps when using the 6011 vs 7018.

Just note that you will not be able to run it at anywhere near full power off of that 30 amp dryer outlet. I don't think that you are going to have much luck plugging that recommended 6-50 P plug into that outlet either. Match the plug to the outlet and run at reduced power and you will be OK until...
