The wind don't cause any issues while using the kind of plasma you are going to get. Have fun with it, it is a good system as long as it is setup right.

I take it that those other 2 are running on a 220 volt or higher plug. If you have them on a breaker all alone from all your other stuff, you should have no worries about power. The only reason the 250 would draw more power is becasue it can weld on thicker material "Has...

I would indeed use a flap wheel to do surface prep for welding. I use a 40 grit on mine and it works wonders. There more expensive than regular disks, but they perform much better. I dont know the thickness of metal u are welding, but i know for thinner material, they work great....
