I can offer you this regarding the 211. I moved up from a Millermatic 135 that ran only .023 wire. 023 wire is OK if you're not doing anything heavy but if you get beyond 1/8" steel you'll wish for bigger wire. The 135 wouldn't burn more than 90 amps full throttle because it's a 120 volt machine...

I would consider adding an expanded metal grill to the rack to protect the back glass. If the pulling chain or cable breaks it could take out the back glass.

Source for stamped steel leaves?

Anyone having problems with Heleta.com (formerly Bullet Industries?)
Have ordered abrasives from Heleta in the past but this time around I can't seem to get my order. Now Chad's not returning phone calls or emails so I can't get resolution. They're located somewhere in Houston, anyone have any knowledge or problems? I would advise against using them at this point. ...

How do I build a metal football?

Pressure vessels
I think you're getting into a very dangerous project here. I've learned over the years that pressure vessels are not to be toyed with, and relatively low pressures like your talking about can still take a life in the event the tank ruptures and a piece of shrapnel takes...
