Btw... I'm not versed on welding being a fireman by trade. Does HAZ refer to Heat Affected Zone or ???

Whoever told you the area around the weld will be stronger is nuts, HAZ is heat affected zone, its weaker around the weld but the weld itself is normally stronger than the base material.
Yeah, don't even bother with the adhesive, I understand you are curious and whatever else but adhesive is not something to mess with, I can't even physically grasp how a liquid adhesive could ever be considered as strong as a weld. You will make the persons life who is welding it very difficult, especially when its aluminum, it is so unforgiving when it comes to cleaning.
In theory doing a groove in it would get all the stuff out but why bother? I have never seen glue work in the place of a weld and plenty of people I work with have tried and they all end up in my shop asking me to fix it.
Just take my word for it, once glue gets in it, its hard to get it all out, and the guy welding it, say it was me. I light it up and it absorbs all this garbage, then I get to work on getting all of it out, then I try again but guess what? There is still some left so I go on round 3. Then I have to worry about the tool I used to remove all that stuff because its probably got some non aluminum stuff on it already or a trace of oil or something similar that I also have to worry about getting cleaned out.
IF you really want to glue it, go for it, but I can tell you this much, whoever gets it after you to fix, make sure you tell him you glued it so he at least knows.if there's a welder, there's a way

It's your wheel do what you want. You asked for advice & everyone who replied said do not use epoxy/adhesive and you keep wanting to glue it together anyway. I know how difficult it is when people try to glue something & then I have to weld it, I don't like it at all.
If I was you take it to the weld shop that will weld it & be done with it or find a used wheel on the internet.MM250
