The fastest and easiest is a shear.
Since I don't own one, I use my plasma with a straight edge guide.

Ditto. I'm so po', I didn't even think of the shear. I use plasma. This is where you need a GOOD, modern plasma, though, because the old-style and even the new cheap ones don't have the automatically relighting pilot arc.

And if you're even poorer you can use an angle grinder

I've used a sawzall with decent results, too. You don't even need the straightedge because the expanded diamonds will recenter the blade for you for each little cut.

Circular saw with abrasive wheel has worked for me...

I have even used a jigsaw with a metal blade for tight places and it worked good
but always wear your safty goggles.......those metal bits get everywhere .

What about just using your stick welder with a E6011 rod - quick and easy

Go with the 1/8 rod at 90-100 amps.
                      Hope that helps

14" gas powered cut-off saw. Keep a steady hand.
Just kidding. I usually go the skill saw with abrasive disc route.
