Is there an easy way to determine if I have a piece of cast steel or if it is cast iron?

Usually cast iron has a rough finish to it such as a cast iron frying pan or weights in a gym, engine blocks, looking close enough, you can see or feel the pores from the sand casting.
Cast steel has a smooth finish to it like some cookware, motor housings, gears, sprockets, etc.Ken

Seriously though, spark test. Dull orange sparks off a grinding wheel are iron, steel is yellow.
