I first saw this on a new house being built by a friend in Jefferson County Colorado. He was an electrician from Chicago and was having a major pizzing match with the codes department. (Circa 1976)

Ls2cam, you're no idiot. It's code in some areas of USA too. You had a liscensed electrician install your panel and I think he did a darn good job of it. That looks like a quality upgrade. Especially compared to the 'before' pic.
They're put outside so the fire department can get to them in an emergency.RETIRED desk jockey.

JC Fella............Ya gotta up grade up Main Electical Box........come to the 21 century........ may cost you a grand and 200 amp box is plenty ....... OK.....You can use a DC short Arc welder with attachment to do Aluminum ...... catch here is ??? I 'm thinking your gonna near Helic- Arc welding more.........PROBLEM........You can get a 220 volt AC-DC- helic arc welder but the High Frequencty while welding welding aluminum well go thru the electrical lines and screw up ur phones, ur neighbors phones and any electrical outlets around u ........u need a special grounding unit to stop it.........Kid knows I done it
