400d cc/cv problem

sorry for the delay had a family emergency come up..... The ser# is MD300045E I checked the 3 diodes in the white box and they checked good is there others?

I have a 400d cc/cv the problem I have is the welder is under a load as soon as it starts. I and turn the knob with no change. The ac plug only read around 60v Thanks for any suggestions
