I know it will not weld, but I know so many use a torch to cut the head off of drums,
and they sell caster bases or drum dolly,
and they do not look that hard to make as well one could jsut cross to flats and bend up the edges at a 90 to keep the drum centered, or if one has a ring roller roll the ring,

a drum deheader works like a king size can opener,
don't take chances
for trash drums, I take the bungs out and turn over and cut the bottom out letting it fall to the "top" it keep the stuff in the drum and lets the water out if there an out side drum,
