Need help to troubleshoot 1990 Syncrowave 250 Tig (repair)

Just purchased the welder. The only response I get when I turn it on, the smaller of the two transformers hums and one relay clicks. Nothing else works.
The voltage is correct coming into the machine.

It's a 200/230/460 machine, are you positive it isn't connected for 460?

Hi Cruizer I dubble checked the Jumpers. They look OK I am set up for 230V. Jumpers go from #2 to #3 & #4 to #5

I guess the question would be if you actually have 230 going to the machine, lines have to be metered together, not to frame

If I meter the 2 wires at the on/off switch I get 240V
