The fan will run at idle as even when not welling, its internal parts are always charging and discharging making its heat sink hot.

Yep , mine do the same also.

No reason for concern. If the thermistor senses it has cooled enough the fan will shut off. Heat may still be built up and it will cool it again.

Ive been working in the shop today and used the machine more today than its been used in about 4 months. It set idle powered up for about 2 hrs while I was doing some burning and I noticed the fan would run for long periods of time and shut off for a very little period then start right back up. It welded fine in both the mig and stick modes. It's the first time I've noticed it doing this. Reason for concern?
