I have some 1/16" stainless of unknown type. I tried tig welding it with 309L (all that I had) and it does not weld at all. Lots of porosity and does not even look like a weld. I then set up a lap joint and was able to make a nice weld without using any filler metal. I'm not a stainless welder but I sure would like to use this material. Any ideas of what filler metal I should try next?

Type of machine and settings...???
sounds like maybe GAS problem.... are you running PURE Argon,,??
is this possibly a multi-process machine that had been running C25 for steel MIG..??
a remote possibility.....
I recall a situation several years ago where a fella got a scrap piece of "Stainless".... that he could fuse by autogeneous TIG butt welding.... but it would go VERY bad if he tried to add filler.... drove him crazy....
Well.... that scrap piece was not stainless after all.... it was Titanium...

FWIW......AWS 5.16 ERTi-5 Titanium TiG Welding rod.... goes for about $85 a pound... give or take....
