What does it mean by 30% bacground amperage? Ex. 100 amps main setting 30% background. Is that 30 amps or 70 amps(100amps-30%)?

It's 30 Amps.

If you have 150amps set on the front panel and you are welding at 100 amps with the foot pedal, the 30% is based on whatever the foot pedal is welding at. (30A)
