The HF does effect the the start and helps stabilize the arc when using AC. It does nothing to the weld bead except stabilize the AC. If set too low, the arc will become unstable and you may see some effect to the bead but once adequate stabilization is present, any more HF is just producing interferance to other electronic devices and is a waste.
So where do you run the HF-251D with your TB 301D? It seems to me about 40 gives good arc stabilization without soaking every computer in the warehouse with HF. I do run an earth ground from my TB frame to ground when using the HF box. Of course it is a continuous HF due to the AC waveform where the Dynasty's advanced squarwave arc does not require continuous HF.
I run mine at 50%. I could probably go lower but sometimes I have to put lead extensions on and then I set it higher. The HF251 doesn't get much use anymore as I find it easier to run the Dynasty off of the Aux power.
