Miller Thermally Enhanced Rejuvenation???

hi everyone...first time posting on this site and in need of some expert advice. Found an item for sale online and it is called a n-ter novinium thermally enhanced rejuvenation low voltage current source. It has the miller trademark name on the back of the unit but only has a sticker on the front with the info i stated earlier on the front. Any ideas on what this unit is and what its used for??? Any info would be great. Thank you

It's a machine used to restore old cables, like power lines, by heating it up and injecting a fluid into it.

What do you want that thing for? Sounds expensive.
