miller legend power up ?

the legend welder/ generator is having issues. When i strike an arch it welds but when i'm done it won't power up again for a couple of minutes, it's like it has to kool down or something, the 110 outlet doesn't get juice either so i strike an arch and leave it in run mode instead of run /idle . any ideas thx .

Which legend is it, going to need a serial number....

Throttle encoder has failed. Probably has the stock plastic one, new ones are metal
