help with miller trailblazer 251

Im looking at making an offer on the trailblazer 251 but im not sure what it would take to get running. He says the motor runs fine but it wont weld or generate power. Is this something fixable or should i just stay away? Im new to welders and this would be my first one so im not sure what i should be looking for any input on this machine would be awesome. Was trying to attach a pic but not sure how to upload it

Unless it was $50 or less, I would not bother with it, going to be costly no matter how you look at it!
