syncrowave 351 help please

I have a syncrowave 351 that is not working in remote settings, but does work(weld) in panel mode. I have read all the post I could find regarding this. What I have found by checking the remote plug is that on pin A to D I have 9.72 volts instead of 24 volts. Also on pin C to D, I don't have the 10 volts but have 0 volts, no matter where I set amp control knob. Oh, I replaced pedal with working one and made no difference. Any ideas on anything else I could check would be very helpful. Thanks in advance from a newbie.

Not going to have 24 volts anywhere!, and C to E for the 10 volts
