Miller Max star 200 SD should I buy it?

My question. A guy has a Maxstar 200 SD for sale. He says he picked it and another welder up at an estate Salento welder doesn't have a cord so he hasn't tested it. His plan was to put a cord on it and go from there but has decided to get something else.
He is asking $200. I haven't seen it yet so all I know is what I've been told. Should I buy it? It's not a ton of money but if it does weld it would be a heck of a deal
