Technical question - Filler metal tensile strength?

I have heard a few different versions of this for years.... In, say a 7018 SMAW electrode, obviously the rated minimum tensile strength is 70 KSI, same with an ER70XX GMAW filler wire. My question is how is this figured? Is this the strength of some accepted amount of deposited weld under an accepted type of load? or is this the minimum average result from a series of actual 'reduced section all weld metal tension test'??
