Syncrowave 300 High Frequency issues

I have an old Syncrowave 300, It's from the late 70s and has been working fine till about a month ago it started to have some surging while welding. I checked the high frequency capacitors and they were leaking. I ordered all 3 new and put them in today. It no longer surges but now the high frequency start only works on high range. The continuous high frequency works on low range but not on start. I set the spark gap to .008 and no difference.

Any idea what it could be?
