Any one know how to rust treat the back of a sheet metal patch before welding it into place. I'm not sure if it can be done because of heat and cleanliness.

Clean as best you can & use weld through primer. Weld in patch & then drill an access hole so you can get a nozzle inside & use whatever paint or product you are comfortable with. Then pop a rubber plug in & call it day.
Eastwood sells some products for just this purpose. One good one is called rust encapsulator.

Cosmoline is used by the military to coat weapons. Royal pain to get off. Will last longer than any of us will live.=======================
