I am currently work on a CP-300 that Welds cold.. I checked the feeder and found a ground wire that had the insulation burned off of it. I bypassed the connector and went straight to the terminal strip. I checked the brushes and they seem fine. Anyone have any ideas ?

A straight CP 300 and not a CP 300 TS?
Did you clean the winding contact surfaces?
Did you check the contacts in the main contactor?
Was the machine just installed or previously operating at its present station?
Have you confirmed all three legs are hot?
If just installed, is it jumpered for the correct supply voltage?MM200 w/spot controller and Spoolmatic 1

Forgot at least one - have you checked for one or more failed (open) weld output rectifier diodes?MM200 w/spot controller and Spoolmatic 1
