Trailblazer 325 EFI With Excel Power and Boost/Charge

Hello I have a Trailblazer 325 EFI with excel power and boost charge option. I was charging the batteries on a truck (12v) with the engine dropped to BASE idle now the engine with not come off base idle but runs fine. It also makes no A/C power and will not weld. When the start switch is turned on the throttle actuator pushes the linkage against the idle stop and that is where it stays. I have checked all the fuses and they are all good. Any help would be appreciated
