    i previously was using a mm200 and had noticed my regulator was frosting,and my cfm gauge constantly creeped up to 60 cfm while idle then to 20cfm while welding.recently i purchased a mm251(excellent machine)and used all the new components supplied with the machine and had the same frosting problem and creeping of the regulator.i have the cfm set to 22 cfm.is this normal or am i doing something wrong?

    This is not normal unless you are using some funky gas combo.
    Normally with the 75/25 mixed gas you will see about a 5 cfh climb at idle depending on the quality of the gauge. It sounds like the high pressure side is seeping to the regulated side. Bring the new regulator back for warranty replacement or repair.
