Regulator? If you're welding using argon you probably meant to ask about a flowmeter or flow gauge. Both of these are integrated with a regulator. As far as which of these is appropriate for your purpose, any advice would have to be based on what you're going to be doing. Low end MIGs usually come with an inexpensive flow gauge that is factory set for that unit. You can also buy an adjustable flow meter. Better MIGs and most TIG welders benefit from the adjustability and accuracy of a flowmeter (vertical metered tube with floating ball indicator). Think of brands like Victor and Harris. Google flowmeter and you'll get lots of info on sources and prices, or check E-Bay.

I got a Harris (new) for 70.00 from my local welding supplier (Airgas). Shop around but I'd recommend the flow meter for sure. You'll save the price difference in gas within a year or so if not less.
