I made mine for rotating stainless tube fittings and weldments. The ones I saw were for arc welding and werent well suited for Tig welding.
Mine uses a dc scr controlled motor gearbox setup and rotates the same regardless of the speed or load. The max speed is 1.5 rpm down to 1/4 rpm approximately, works well on stainless tube and fittings etc.

The best benchtop small welding positioners are made by MBC and the lowest price I have found is weldplus.com. They also have a lot of larger new welding positioners and a selection of used positioners. Most all of the positioners they sell are built in the USA, a couple are off shore stuff but they back them with parts.
Mine is the 100 series and will support up to about 100 lbs.
If used in the vertical position (rotating pipe for instance), it requires the addition of a tilt mechanism. Their 200 (Atlas) and higher positioners have the tilt built in.
I've had excellent luck with mine and Atlas has been good to deal with. You need to have an idea about the rotation speed needed, because they offer several options.
Locally, for you, BR Welding in White Plains, Md. is a dealer for Atlas. They insist that everything go thru a dealer.

Not sure exactly what your application is, but I'm planning to make up some jigs like this (not the Jawhorse itself, but the welding attachment):
The "articulating" part (below and to the right of the C-clamp in picture) I plan to make using old ball bearing balls (normalized so they don't crack after I weld them) and some HF clamps, etc.
Depending on what you need your fixture to do, you might be able to fab up something to fit your needs without too much time or expense...
A jawhorse is not really a "positioner" but I like the he11 out of mine.
Just finished a job (repairing two large SS marine mufflers) that required "a lot" of shifting things around. The jawhorse worked so well (especially with a purge hose attached) that I feel it paid for itself on one job. Liked it so well that I went out and bought the second one.
Now if I could figure out how to get it to "rotate" my workpiece, I'd be set.
